go to a php script that makes SPARQL query and returns a page with
header application/rdf+xml stating it is a rdf data.
I know this is awful approach especially if Virtuoso can do some of this
on the fly.

Please ignore the problem of not being able to find "Instance name" in the list
of windows services.
It is because the service itself has "Open Link Virtuoso server" as a prefix to
the name of
the actual service instance...
