latest develop/6 branch, which is actually the 6.1.7 release candidate build,
so you would need an updated Windows binary which we would build when 6.1.7
becomes stable/6, or you can compile from the develo

VOS seems to be incorrectly encoding UTF-8 string to XML and RDF/XML (HTML
output is fine). I found a similar bug report in [1], but according to the
changelogs this issue should have been fixed in v6.1.4.
I'm using v6.1.6 for windows 32bit (binary from sourceforge):
