I have not seen this error before, but user !D 106 is the Virtuoso "SPARQL"
user ID which appears not to have permissions to execute that procedure, which
you can grant it permissions to do with a SQL command like:
grant execute on " DB.DBA.rdfdesc_http_url" to "SPARQL";
