What is the location of the file on your system as it this location needs to be
specified in the "DirsAllowed" param of the virtuoso.ini configuration file and
the server restarted for it to be accessible to the server.

The error message seems clear, the datasets you are loading have undefined
prefixes in them, thus you need to resolve this issue first ie the prefixes
need to be define. Don't know who created these datasets, but probably if you
ask on the dbpedia mailinglist the creator will be able
