I used a conductor_dav.vad from the fedora repositories. It has the same
size but a different md5 as the one build on FreeBSD, sadly it gives the
same error.
I deleted my virtuoso installation and database, reinstalled virtuoso,
and copied the new .vad over before I started the database. I

I get access denied for the conductor, tutorial, demo and doc vads, the
other work fine.

What happens if you install the prebuilt conductor vad package at:
http://virtuoso.openlinksw.com/dataspace/dav/wiki/Main/VOSDownload#Other%20Virtuoso-related%20Packages
Preferably into and empty database to start off with as this will provide if it
is a bad VAD package bui
