You can merge submodules, but not from the point of the parent repo
which will see the submodule as a binary file.
Let me add that I've no reason for promote vim using submodules, but I
want the discussions to be hold with the correct technical background.

What's a bookmark? I'm not familiar with git having them.

Mercurial thinking that everything you ever tell it should be there
forever and git thinking that you should be able to prepare something
nice and change it until it's ready to be public, and then it should
