Why not collect all the translated help files the same place instead of
all these different links to websites
(https://www.vim.org/translations.php) that uses different way to get
the files?

yes, the tutor is included, and the translation of the documentation is not
included in the Vim distribution.
Both the messages and the menu translations are included in the Vim
distribution as well.
But the translated Vim documentation it is pointed to from:

I noticed that the :sort command always sets 'modified'.
This patch makes :sort check whether or not it actually changed
the buffer.
