For security, we've disabled the admin and manager app's in our Catalina
deployment by removing their XML files. But, we are still seeing, empty,
admin..log and manager..log files in $CATALINA_HOME/logs! I've
looked through the FAQs and googled till I'm blurry eyed but seeing nothing
