My question is why is tomcat-native dependent on APR at all? Could it be built
without that dependency?
Can I build tomcat native on Rocky Linux? Then could I use it on Red Hat? Has
anyone tried that?

looked at the Catalina.sh script and there is a bunch of logic trying to
prevent this issue but somehow that failed. Is there any know issues with this
logic?

Chris,
With no logs at all check the permissions on the log directories and
make sure that the user Tomcat is running as has write permissions there. This
sounds very much like what I ran into my first time setting up Tomcat from
scratch.

I also unpack the tarball in a parallel location. Copy over the configuration
files and war file to the new tree. Stop the running Tomcat. Relink the
symbolic link to the new tree and restart Tomcat.
