Just to let everyone know that the problem turned out to be that SSL
applications on Windows (the TortoiseSVN client in our case) lookup
www.download.windowsupdate.com to get updates to the certificate revocation
list. See http://support.microsoft.com/kb/317541
We operate in an environment
svn internaly in an
small company and dont have a big IT department.

We are using svn 1.6.16 on the server and have noticed that there is a large
pause in the inital https requests, (snip of wireshark shown bellow). Basically
it looks like this is a server side issue but i am not sure where to look for
