ON_HTTP_BULK_UPDATES (new in 1.8).
According to the table in the release notes [1], Skelta mode will be
used if the 1.7 or 1.8 server sets SVNAllowBulkUpdates to Off,
regardless of what the client sets in the configuration.
Is that not true?

I think this is related to skelta mode with serf. When I add
"SVNAllowBulkUpdates Prefer" to mod_dav configuration, the error
goes away.
The server is running WanDisco's 1.8.0 distribution on 64-bit Debian
Wheezy.
The client is Cygwin: svn version 1.8.0 and git ver

I see this behavior with both 1.6.6 and 1.6.9. Is this a bug?
