Suppose you are using Ubuntu, here is what you can do:
sudo apt-get install texinfo
ln -s `which makeinfo` /usr/bin/makeinfo

Which documentation are you referring to?
you should either use
https://docs.rtems.org/branches/master/user/start/index.html
or
