My steps after creating /c/opt/rtems
$ wget
https://ftp.rtems.org/pub/rtems/releases/5/5.1/sources/rtems-source-builder-5.1.tar.xz
$ tar Jxf rtems-source-builder-5.1.tar.xz
$
I recompiled the tools the exact same way, and the problem appears to be gone
away. Sorry for the noise your inboxes!
