I have both OpenJDK 11 and 17 in my laptop and NetBeans works fine with
both.
Here are the details from the About window:
Product Version: Apache NetBeans IDE 15
Java: 11.0.17; OpenJDK 64-Bit Server VM 11.0.17+8-post-Debian-2
Runtime: OpenJDK Runtime Environment 11.0.17+8-post-Debian-2
