NetBeans removed JavaHelp entirely under Apache due to licensing reasons.
Not sure what the solution is right now, I don't remember an email
actually fixing it. You can probably bundle the javahelp jar yourself
and display something but I didn't look if you can hook it up instead
of the proper Net

I could reproduce the bug on a Windows machine with NetBeans 11.1 too.
I could not reproduce it on macOS.
It seems that the 1st time you add the JavaServer Faces Framework it
scans for the registered libraries and in that case it shows nothing
in the Components tab.
