No idea what your plugin does so it's impossible to say whether it should
work with Apache NetBeans (incubating) 9.0.

I downloaded the last tag 9.0-vc2 and after running the ant I can't create
a PHP project.
How can I achieve that ? I really miss using Netbeans because it not
support PHP 7.1 I can't look at a screen that is all red!

Yes, better to wait. At the same time, just publish your plugin in a GitHub
repo and announce it on the mailing list here to give people the
opportunity to try it out.
On the other hand, you might after all want to promote your plugin through
the Plugin Portal, if you're not getting any response a
NetBeans plugin portal says that I have to register there in order to
publish any plugins I write. I wanted to publish one, but I see that you
are still moving the plugins portal to Apache. Should I wait until the port
is done?

There is only one site now: netbeans.apache.org.
netbeans.org will be rerouted there soon and cease to exist in its current
form.

I have noticed recently that NB does not remember my settings when I close and
re-open the application with respect to which files are open. I've never
noticed this particular issue before on previous versions and am wondering if I
might have an option set incorrectly or something.
