Run
rpm -ivh system-config-lvm-1.1.18-1.fc19.src.rpm
And then
yum-builddep system-config-lvm-1.1.18-1.fc19.src.rpm
and
rpmbuild -bb /root/rpm/SPEC/system-config-lvm.spec
