hfsplus-tools includes mkfs.hfsplus which Anaconda uses as part of
mactel-boot, which provides Fedora EFI on Mac installation (it uses a
small HFS+ volume as the EFI System partition instead of FAT due to
Apple's "unique" firmware behavior).
