There's no upgrade option on the boot screen, just the F23 kernels
I did
sudo dnf system-upgrade download --releasever=24
--enablerepo=rpmfusion-free-updates-testing
--enablerepo=rpmfusion-nonfree-updates-testing --nogpgcheck
which downloaded a lot of packages and ended with
