Can someone point me in the right direction
to start looking at this problem ?

I noticed this daemon in my services list.
It seems to be a requirement of VLC.
It seems like it's usage is related to TV or TeleText.
I turned it off and was able to do audio and video with VLC.
Why should it be turned on by default ?
