Please, read the whole fedora change page. It answers all your
questions.
You can always install public keys for root during kickstart (it might
not have been that easy before) or allow password root logins from
Anaconda (which is new feature in F
brute-force attacks
(and this change was made by upstream OpenSSH years ago).
Please, do not advise this as a general solution. The correct solution
is to setup public key authentication or use different user and sudo
for the administrative tasks.

SCP should be really used only as fast hack for copying files in fast
local networks. For all other cases, use SFTP or rsync if you need
something more complex.
