Thanks for the suggestions. I did boot off liveusb and ran fsck on
/boot/efi. It did report problems, and I answered questions with wild
guesses.
Seems to be OK now, and the dnf update completed OK.

df -h /boot/efi
This will tell you how much space is used and how much is free, in a
human readable format.

When you say permissions, what permissions do you mean exactly? Like
user permissions in my local machine? or like permissions for websites
to execute certain types of code?
