The HTTPD.CONF file must contain 'AddDefaultCharset ISO-8859-8-I'
The Hebrew default charset appears without the 'I' letter.
'I'=implied logical (R2L).

Priority to he but the text continue to be displayed in Latin order (L2R)
instead (R2L)
