you probably got to fix the network issue to not have those problems.
a workaround would be to lower the age of the cache to not to store
broken files for too long.

We have configured Apache as a caching proxy server for updates to our
internal servers. We use disk cache. Sometimes we get corrupted file in
Apache due to some network problem and all servers start downloading this
bad files until it's been replaced by new update or removed from disk
cache.
