Regarding the 'quotes' issue - I'll explain...
In the server.xml file for the Tomcat server you name your jvm route
something like...
jvmRoute="tc1"
And in my case, the Apache httpd.conf, you name the route like...
BalancerMember ajp://127.0.0.1:18009 route=tc1
