I get the same behavior for FreeBSD apache 2.4.62 and the httpd:2.4.62
docker image. I could easily provide my containerized test-setup if
needed.

I woudl like to know if when I reload apache2 with:
/etc/ini.d/apache2 reload
the php.ini file is reloaded too or if I have to restart apache2 to reload
php.ini ?
