I figured out the issue. I have Apcahe 2.4 installed, but the syntax I was
using is for version 2.2. I used "Require local" and it works now.

My websites have been up and running for a while now.
Now the only page visible is the default page. http://5.71.131.90
They are running on a raspi 8 on ubuntu 20.
