I think Chris is on the right track. I'd suggest SaltStack because it's what I know, but Puppet and Chef have been around longer for doing this sort of thing. You don't need to do the entire deployment with SaltStack, just update its states to update the entire environment to your currently

httpd restarted then reported 2457 instances of: mod_fcgid: can't apply process slot in 8 hours, then stopped reporting them. Before the restart it had been up 87 days without reporting this error. The configuration files did not change before the restart nor after. Another weird thing
