Can you touch a file in /var/lock rather then /tmp?
Can you do a df on /var or do you only one filesystem (/)?
What does ls -l /var and ls -l /var/lock and ls -l /var/lock/apache2 show?

Where can I change the location where it looks for openssl.cnf?
