I attempted to install Apace 2 and it worked but now it has reset to
1.3.
I want to start from scratch (i don't have any important data), get
rid of apache all together and reinstall.

So, every virtual host gets its corresponding user responsible for
content. Definitely not 1 same user for all virtual hosts.
