No. As far as I know the 3.0.x is "LTS" release with only bug and security
fixes, the 3.x versions are alternated feature and bug fix releases.

They are different. In particular:
- 3.0.10 contains the features in versions 3.0.0, but with bugfixes.
It's the next in the series of 3.0.0, 3.0.1, 3.0.2, and so on to 3.0.9
and 3.0.10. Typically, 3.0.X releases don't add major features,
instead being smaller bugfix
