No, Ant almost always delegates to the system classloader firs
Take a look at the task from
http://enitsys.sourceforge.net/ant-classloadertask/
The easiest way might be, adding the classpath for your task to the
project classloader.
BTW: fails for ant 1.8+

I’ve managed to get checkmodified behaving exactly as I would expect it to
behave on a child resolver within a chain. Looks like there was some
weirdness about a test I was running.

run a Java class with the task, I get a ClassNotFoundException

The StarTeam tasks moved to Sandbox in 2007 to remove external tasks where we
dont have the software for development/test from the core.
