I've tested latest mainline kernel.
This bug is fixed in mainline. I'm using A4tech X6-90D and both wheels are
working fine in mainline.

Kernel 4.15.0-59 (and onwards) breaks scroll wheel
For some unknown reason I did not receive 4.15.0-65-generic yesterday.
Today I've installed latest updates and both mouse wheels are working as
expected.
Confirmed, fixed.
