Hi Peter!
I am going to convert this bug into a question, because there are ways
to configure alsa to have different loudness granularity. Hopefully
someone there can help you better (and faster!)

Check out /etc/laptop-mode/conf.d/cpufreq.conf
Also, if you ARE using a laptop, make sure laptop-mode is enabled. (/etc
/laptop-mode/laptop-mode.conf)
Otherwise, ondemand is the default power manager. It should not harm
performance at all, as it changes CPU states very quickly.
