On Ubuntu 16.04 64bits, I can confirm that evince is very very slow with the
following attached PDF (several minutes for opening).
Using firefox pdf.js open it without difficulties.

I am also a developer of a WebGL driven App and I am very disappointed by this
way to hide problems, especially on a ubuntu 14.04 LTS version on which

although it worked well on chromium 35 and older...

Candidat : 36.0.1985.
I only see "Use hardware acceleration when available" parameter in
chrome://settings page and it is enabled.
