Anyway, I noticed the same (Ubuntu upgrades temporarily disabled due to
a bug), but according to googlable information, it ought to be resolved
already in mid-May. The #1925010 you mentioned is already in "fix
released" state. Where is the truth?

Thank you for the comment. Finally, I understand, that while one
upgrade-stopping issue has been fixed, another one(s) appeared, again
preventing release upgrade to be offered in general.
You may close this issue. (I don't see how I could mark it "closed"
myself.)

In bash, the $_ variable ought to contain the last parameter of previous
command. For example:
$ touch aaa bbb
$ cat aaa
$ cat bbb $_
the last line is equivalent to "cat bbb aaa".
However, if I use bash completion to fill some other parameter like
this:
$ cat bb $_

Even though I have already edited several files with Kate, and opened
them various ways (File->Open, from Dolphin, from terminal), Kate is not
able to provide me with the list of recently opened files. The menu is
greyed out.

More detail: this happens upon re-starting kate application. While kate
is running, the list of recent files is available.
Does anybody has any idea what can I try to help investigating what
happens on my computer?

.config/katemetainfos , including those opened long ago (kate launched
and exited several times since).

Using KDE Systemsettings, I have configured my Kubuntu 21.10 to install
updates only manually.
However, Kubuntu keeps installing updates in the background (I don't
actually know which part of the system performs this) and occasionally,
it notifies me to reboot my machine.
