then click on media_control.py while it is still buffering.

Menu pops up.

Trasmission gets minimized to its notification icon or gets shown.

Welll... not exactly the same for me on lucid using an intel card.
I can reproduce it this way:
1) log in as any user
2) switch to to any other user (not guest-session, because that won't trigger
this)
3) log oout
4) Observe that all you have is a black screen, not even Ctrl-Alt-F1 works

I had Ubuntu Software Center open when this happened to me.
Ubuntu Software Center showed some cache rebuilding window just before aptitude
crashed.

I cannot think of any reason for having a 0.2 second delay before showing the
Alt+Tab window.
It is just a bad default. The default value for popup_delay should be 0.
It's just a trivial change, and almost all users use Alt+Tab nowadays, and a
0.2 second delay is quite noticeable in this case.
