Here is an update. The problem definitely lies in the Ubuntu kernel. I compiled my own kernel based on the Debian/Lenny config file. Upon rebooting, CPU scaling magically worked with no intervention on my part. This leads me to conclude that the amd64 kernel for Intrepid is tainted in some fashi
