This problem can be observed in Karmic beta too after upgrade from
Jaunty.

Oh I almost forgot: I've got second mouse plugged in (also on usb) at
the same time (from today on) and it works perfectly.

@Ame This solution won't work for me. Theory about double vsync might be
right but when I disable window decorations then moving windows works
smooth as it should. Also any other Compiz operations like scale or expo
seems not be affected by this issue.
