I am having similar error when upgrade packages as I use it I can't un-
install it but i also can't update it.
$ sudo apt upgrade
Reading package lists... Done
Building dependency tree
Reading state information... Done
Calculating upgrade... Done
0 to upgrade, 0 to newly install, 0 to remov
problem fixed, I removed the symbolic link between two packages and
copied the file over
/etc/php/7.0/apache2/php.ini -> /etc/php/7.0/cli/php.ini

Problem fixed I have created a link between so thei where consistant and
ones I removed it and put the original one back the problem was fixed.
/etc/php/7.0/apache2/php.ini -> /etc/php/7.0/cli/php.ini
Removed the link and copied the file over.

I managed to fix the issue there was another package called snap, ones i
removed the package called snap I was able to successfully install the
snapd package.
$ sudo apt remove snap
$ sudo apt install snapd

Hi,
That is correct I have updated the /etc/php/7.0/cli/php.ini with my own
required settings, but this should not make any difference as the
package should simply ignore this file as it is can can be customized by
users.
