1.05 will be included in Precise. But shouldn't it also be included in
all releases back to Lucid 10.4 since its LTS?
What is the process for requesting this?

I can confirm that with Ubuntu 12.04, Dia 0.97.2-5 the bug is no longer present.
In fact the window layout is considerably different with this version of Dia,
