I have to agree with Maarten. The pattern we ran into it with was using an Ubuntu base AMI on AWS. It boots fine. If you upgrade interactively, you get a prompt that can be answered correctly. If you use `cloud-init` and specify `package_upgrade: true` then the instance will come up correctly on th
