I am also having this issue, however not a new install. I have been
running xubuntu 20.04.1 for two month +-
acer travelmate P215-52
Xubuntu 20.04.1
Kernel: 5.4.0-60 and 5.4.0-58
/ not encrypted
/Home is encrypted
The system worked fine. while booting the system drops to initramfs
with :
- Boot
Fixed by changing the BIOS SATA confg to AHCI.
However I have no idea how this setting was changed, as this was not an action
that I have done.

But it didn't work, so I remover the package blcr-dkms, and than it did work.

package blcr-dkms does not support 2.6.33 or more recent kernels
