I am afraid this sounds more like a kernel issue. Please try and updated
kernel and see if it fixes it. Similarly, some motherboards try all
sorts of tricks to make ram sticks which are different work at the same
frequency, but then they give up.

I could patch it with "nmcli nm sleep false" , however, it seems like

The issue was not fixed. and it is very upsetting. I will do anything to
help debugging this, but I need guidance.
On an unrelated note, it seems that changing the kernel to v3.8-rc4 made
"suspend" actually resume from the sleep state.

I do not agree with this bug being fixed.
Even if the PC market is declining, it's still going to be here for a
long while, as tablets/phones are currently consumer-centric and we
still need workstations. That market still has only two major players
in it: Mac OS and Windows. Which means Microsof
