Just had the same bug on Hardy.
Please note that the default apt-get behavior is to install recommended
packages.
However xchat should be installed properly even when user has changed this
default.
So it's advised to add the dependency of xchat on libnotify-bin explicitly.

have the same issue with intrepid, Realtek Audio device alc888:
the ALSA worked for some time, but after some days it stopped completly.
I followed the instructions here and in similar bug reports and found out that
OSS still works.

In this application, when you press on "Scroll Lock" the Hebrew characters are

- Half of the start button is hidden by the launch bar.
- A whole window's task is hidden behind it
