I am using Lucid Lynx and still have the same problem. gspiceui only
works for me when I change the locale to C or to en_US.utf8 and then
start gspiceui. Therefore I created in the main-menu the following
entry:

@Apteryx: I'm using German (Austria). The command "locale" in a shell
reports: LANG=de_AT.utf8 and also LC_NUMERIC="de_AT.utf8". The separator
for the fractional part of numbers is a comma.
I installed gspiceui from the Ubuntu-repositories, the version of
gspiceui is 0.9.98. The newest version is
