Latest debootstrap from git fails to install oracular. This is needed by
mkosi@v14 creating bootabel image.
debootstrap --variant=minbase --include=ca-certificates --merged-usr
--components=main,universe --arch=amd64 oracular
/var/tmp/mkosi-g57jkd8g/root http://archive.ubuntu
Just to confirm that this is still not fixed after almost two weeks.

For several days I try to install groovy from http://old-
releases.ubuntu.com/ubuntu/dists/groovy/ but sometimes it's there,
sometimes it's 404 (thus installation process fails because there are
many requests for packages and at at least some fails).
