I'm facing the same issue with Ubuntu 18.04, at least to mention this annoying
issue does not impact only Ubuntu 20 users.

I'm running Ubuntu 14.04 and did an upgrade yesterday.
Since that upgrade and reboot, network manager crashes and I'm unable to
restart it.
In my update configuration, pre release (trusty proposed) is NOT selected and

yes it seems grub-efi-amd64-signed has been removed. It is no more installed.
Find attached the the term.log.
I do not reinstall grub EFI, in case you need more analysis on my config.

yes trusty-proposed is enabled. I've disabled _proposed option, then
installed grub-efi-amd64-signed package and it works fine now; I am able
to boot in secure mode.
