updated successfully and issue solved for apps. issue was in apps like
Telegram Desktop, Back in Time, Mixxx, Firefox and some others..

Hey all
i also have that problem: using english as system language and
switzerland as country.. This problems are after upgrade from 13.10 to
14.04. I compared with a 13.10 system and got it working with setting
LC_* vars which have problems (thanks to Achim).
Now /etc/default/locale:
LANG=en_US

Hey Brian
Thanks a lot.. seams this was the trick.. The packages are coming from
a Blender PPA, purged/autoremoved them and do-release-upgrade was able
to give me choice to proceed the upgrade ;)
If i have any further problem, i will come back here ;)

install/upgrade: subprocess
I have 13.04 64bit and upgraded today my system and also mysql-server to
5.5.32-0ubuntu0.13.04.2 and upgrade breaks.
I treid then to purge mysql-server-5.5 and reinstall it, but get same error:

after applieing the patch i could upgrade/install mysql-server and this
was output:
sudo apt-get -f install

Here is a method to make symlinks, instead of copy the needed files:
$ sudo su -
# cd /usr/share/phatch/phatch
# for i in /usr/lib/python3/dist-packages/PIL/*.*; do ln -s "$i" "${i##*/}";
done
After that command, you will get this information:
