Just another data point. I searched Debian packages and there is not an associated release impacted by this issue. Debian oldstable (stretch) ships wget 1.18 (pre-regression release). See https://packages.debian.org/stretch/wget Debian stable (buster) ships wget 1.20 (regression fixed release).
